Prashant Kishor claims Rs 14, 000 crore World Bank funds Used in Bihar Election !!

WHAT HAPPENED?

Prashant Kishor’s Jan Suraaj Party has made a serious allegation against the Bihar NDA government led by Nitish Kumar. The party claims that a र14, 000 crore World Bank-financed fund was diverted and used for pre-poll cash transfers, especially under the Mukhyamantri Mahila Rojgar Yojana, during the 2025 Bihar Assembly election.

This claim, though widely reported, remains unverified through independent audits or official disclosures.

What Exactly Is the Claim?

According to the Jan Suraaj Party:

  • The Bihar government allegedly used र14, 000 crore taken as a World Bank loan to finance pre-election cash transfers.
  • These funds were supposedly used for the र10, 000 cash transfer given to approximately 1.25 crore women across Bihar under the Mukhyamantri Mahila Rojgar Yojana.
  • The party asserts that as much as र40, 000 crore was spent between June and the election
announcement on “”doles and freebies,’ influencing the electoral outcome.
  • They add that if this amount had not been used, the NDA would not have achieved such a decisive victory.

However, the party also conceded that “we may be wrong”-implying the claim is based on internal assessments, not proven documents.

The outcome of this election has effectively been bought. From June 21000 polling day, nearly Rs 40, 000 crore was spent to secure this mandate. Using puuiic money, they essentially purchased people’s votes. I have also learned that funds received from the World Bank were used for these cash transfers, ” Uday Singh, the National President of the Jan Suraaj Party, said at a press meet on Saturday.

The leader further claimed that Bihar’s economy is not capable of recovering such a huge amount of money, and that there is now barely any money left to spend on public welfare after the government comes to power.

Verma further pointed out that Bihar’s public debt currently stands at Rs 4.06 lakh
crore, with a daily interest burden of Rs 63 crore, adding that the “treasury is empty”.

What Is Verified Publicly?

The Cash Transfer Scheme

  • Bihar launched the Mukhyamantri Mahila Rojgar Yojana, which credited マ10, 000 to women’s bank accounts.
  • Beneficiaries: ~1.25 crore women.
  • Total cost of this component:
    1.25 crore x र10, 000 = र12, 500 crore.
This matches closely with the र14, 000 crore allegation.
    Election Commission Scrutiny
  • Opposition leaders had previously complained to the Election Commission (EC) about the scheme’s timing.
  • Some argued it violated the Model Code of Conduct(MCC).

Is the Claim Proven?

There is no publicly available audit, World Bank disclosure, or treasury document proving that:
1. A World Bank loan intended for a specific development project
2. Was diverted from its project account
3. Into a cash-transfer scheme
4. Just before elections.

This makes the claim serious but unproven.

Can World Bank Funds Be Diverted This Way?

How World Bank Loans Work

  • They are project-linked or programme-linked.
  • Disbursements are tied to:
  • Project milestones
  • Implementation reports
  • Designated accounts
  • Auditable expenditure trails
  • Reallocating funds for anything outside the approved project requires formal amendments recorded publicly.

Diversion Is Difficult

  • World Bank money is usually not freely fungible .
  • It is audited, supervised, and tracked via:
  • Implementation Status & Results Reports (ISRs)
  • Procurement plans
  • Special purpose accounts
  • DBT (Direct Benefit Transfer) linked election payouts would require explicit reclassification, which would appear in audits.

Hence: technically possible only through formal amendments; covert misuse is institutionally difficult.

What Evidence Must Be Presented to Prove the Charge

To convert the allegation into confirmed fact, the following must be matched:
Identify the exact World Bank loan used

  • Project ID
  • Sanctioned amount
  • Disbursement schedule
  • Purpose and conditions

Trace the financial trail

  • Date World Bank disbursed tranche
  • Date funds entered Bihar treasury / project account
  • Date DBT transfers were made
  • Cross-link all flowsSTUOYII

Check for project amendments

  • Any formal reallocation approved by World Bank
  • Any change in use-of-proceeds clauses

Audit and scrutiny

  • CAG reports
  • World Bank fiduciary reports
  • Treasury cashbook records
  • PEMS logs
  • DBT bank records

Official comment

  • A statement from:
  • The Bihar government
  • The Ministry of Finance
  • The World Bank
  • would greatly clarify (or demolish) the allegation.

Political, Legal and Governance Implications

If the claim is true

  • Violation of election norms
    – Using external funds for electoral advantage
  • Violation of World Bank lending rules
    – Possible loan suspension
    – Reputational damage
  • Legal questions
    – Possible misuse of public funds
  • Impact on welfare politics
    – Discussion on the ethics of pre-poll cash schemes
  • If the claim is false
  • Could be seen as:
-A political attempt to explain Jan Suraaj’s poor electoral performance
    – A narrative alleging “state machinery skewed the election
